This is approached from a critical reflection on the documents (documentary review), which present information on the path taken by the different sectors: educational, economic and trade union, towards the curricular planning and implementation of the proposal of the dual modality in TVET of the Directorate of Technical Education and Entrepreneurial Skills of the Ministry of Public Education (DETCE-MEP), initiated in 2017. The main arguments focus on the fact that TVET in Costa Rica has its foundations in the School of Arts and Crafts of a group of Salesian religious, to later consolidate as an Educational Modality in the Fundamental Law of Education of 1957, from this moment it is stated that this is characterized by responding to the needs of the country, in terms of professions and trades, this link with the employer sector has characterized this educational modality since its inception and remains in time. As Costa Rica has opted for an economic development model based mainly in the service sector, global economies have an impact on local economies, and these in turn have an impact on the TVET curriculum. From these processes of exposure to international trends is that the first proposal for a Dual Technical Education and Training Law arises, which is perceived as influenced by international educational models, for these reasons it finds citizen forces that manifest themselves against it, so an analysis from a critical perspective is proposed through which it is intended to demonstrate the need to place the global recommendations regarding educational systems. The main conclusion is the need for a dual educational modality that is contextualized and situated, and that establishes itself as a space of inclusion for the populations that opt for this educational path, contributing to social justice. |

El objetivo del presente ensayo consiste en realizar una aproximación de análisis a la forma en que las políticas educativas globales han incidido en los procesos educativos costarricenses, específicamente en la Educación y Formación Técnica Profesional (EFTP) Dual. Se lleva a cabo una revisión crítica de los documentos que presentan información sobre el camino transitado por los sectores educativo, empresarial y sindical, respecto de la planificación curricular y la implementación en 2017 de la propuesta de educación dual efectuada por la Dirección de Educación Técnica y Capacidades Emprendedoras (DETCE) del Ministerio de Educación Pública (MEP). El análisis toma como punto de partida el antecedente de la Escuela de Artes y Oficios establecida en Cartago a principios del siglo XX, modalidad educativa que luego pasaría a quedar incorporada en la Ley Fundamental de Educación de 1957, definida como una modalidad que busca dar respuesta a las necesidades de formación técnica y profesional del país y en la que se estipula una vinculación con el sector productivo y empleador. En el contexto de la globalización, el modelo de desarrollo económico de Costa Rica está hoy abierto y expuesto a una fuerte incidencia de las tendencias económicas internacionales y, en su caso, dicha incidencia también recae en la conformación curricular de la EFTP. Esta situación queda de manifiesto en la elaboración de la primera propuesta de Ley de Educación y Formación Técnica Dual (N. 9728), en la que queda restringida la consulta a una diversidad de sectores productivos del país. Como principal conclusión del ensayo se plantea, por tanto, la necesidad de una modalidad educativa dual que sea contextualizada y situada, a fin de cumplir con las finalidades de una FFTP equitativa e inclusiva, que tome en cuenta las necesidades y demandas de todos los sectores productivos y que de esta manera contribuya a la mejora del bienestar y la justicia social en la sociedad costarricense. A Educação e Formação Profissional Técnica (TVET) na Costa Rica tem as suas bases na Escola de Artes e Ofícios de um grupo de religiosos salesianos, para mais tarde se consolidar como modalidade educativa na Lei Fundamental da Educação de 1957, a partir deste momento afirma-se que esta se caracteriza por responder às necessidades do país, em termos de profissões e ofícios, esta ligação com o sector patronal tem caracterizado esta modalidade educativa desde a sua criação e mantém-se no tempo. Como a Costa Rica optou por um modelo de desenvolvimento económico baseado principalmente no sector dos serviços, as economias globais têm um impacto nas economias locais, e estas, por sua vez, têm um impacto no currículo da TVET. É a partir destes processos de exposição às tendências internacionais que surge a primeira proposta de uma Lei da Educação Dupla, que é vista como influenciada por modelos internacionais, e por estas razões encontra forças cidadãs que se manifestam contra ela. Este ensaio pretende abordar a influência destas visões globalizadas na educação da Costa Rica, pelo que analisa criticamente o caso da Educação Dupla na Costa Rica, para proceder a propor que esta modalidade educativa deve ser contextualizada e situada, e estabelecida como um espaço de inclusão para as populações que optam por esta via educativa.
