Los gobiernos centroamericanos han tratado de integrar más sus economías. En telecomunicaciones el objetivo es el de fomentar la inversión mediante la armonización de sus leyes. Usando como marco teórico el problema del agente y el principal se hace un análisis de la legislación para determinar el nivel de independencia y autonomía que se le otorgaron a los reguladores de la región y las dificultades que enfrentarán en sus esfuerzos de integración.
