El autor se refiere al intento de privatización de las telecomunicaciones en Costa Rica y las movilizaciones sociales de oposición, frente al “combo energético”. Un nuevo intento de privatización aparece en los alcances del Tratado del Libre Comercio propuesto por los Estados Unidos coincidente con las políticas económicas de privatización del FMI y del BM. El artículo además visualiza el interés expansionista de los Estados Unidos no solo con este Tratado, sino con los cambios en la geopolítica mundial producto de las intervenciones militares de ese país en Afganistán e Irak.
