Para el período 1950-2005, estudiamos las relaciones de poder económico y p o l í t ico (tanto legales como ilegítimas) que han llevado a la crisis actual en la gestión delos desechos sólidos domésticos de Costa Rica, considerando además su despliegue territorial (pues las políticas se han diseñado teniendo en cuenta las particularidadesde la GAM, pero se han aplicado mecánicamente en la escala nacional), y los diversos intereses de personas y grupos privados que se han visto beneficiados, los derechos delos ciudadanos que han sido afectados (a pesar de las posibilidades de gestión de las organizaciones comunales y del tercer sector), y las lesiones que se le han inflingido ala credibilidad de los órganos y entes del Estado.
