Sumario:It is shown how the sub-quotient constitutes a barrier that has produced in the last eight elections a parliament that concentrated the representation on the politicalparties that obtained the largest number of votes, discriminating against the weaker ones. If revoked the composition of the parliament will better represent the preferencesof voters. The distortion of the electoral preferences in the last eight elections reached its peak in the 2006 general elections. It is hypothesized that the legislativedisproportionality will set a favorable background for civil disturbance to arise.
