En el año 2019, gracias a la motivación de la Dra. Ciska Raventós Vorst, profesora jubilada de la Universidad de Costa Rica, un grupo de personas interesadas en el estudio de la protesta y los movimientos sociales, así como participantes en la huelga en contra del Plan Fiscal del año 2018, empezamos a conversar sobre este evento político. Con el convencimiento de que la huelga en contra del Plan Fiscal, que se desarrolló a inicios de la administración de Carlos Alvarado Quesada (2018-2022), es uno de los fenómenos políticos que condensan las fracturasde la Costa Rica actual, surgió la propuesta de preparar una serie de reflexiones con el objetivo de ofrecerlas a quienes tuvieran interés en la huelga.
