Sumario:    An important characteristic of public policies is that they contain complex and coherent plans in the medium or long term, likewise, the policies target the entire population or broad sectors of it, at least in theory, they seek the common benefits. For their execution, they require instruments, such as the promulgation of norms (laws, regulations, guidelines and other legal instruments), financial resources, human resources and a considerable degree of legitimacy, understood as the acceptance and support by a significant sector or by the entire citizenry.
